About Us


The Empowerment Congress of Doña Ana County (EC) is a community engagement initiative that works with low-income, marginalized rural (colonia) and urban communities.  EC collaborates with community leaders and/or youth leaders to generate and enact solutions to address a community or school problem through organizing, building and leading community projects and policy changing campaigns.


Colonia community and youth members will exercise their agency and take ownership of their neighborhoods, communities, institutions and governmental bodies by advocating for what they need and directing the decision making processes.
